The Fulbright Specialist Program (FSP) promotes linkages between U.S. academics and professionals and their counterparts at overseas universities or institutions with education focused programming. The program is designed to award grants to qualified U.S. faculty and professionals, in select disciplines, to engage in short-term collaborative 2 to 6 week projects at higher education institutions in Ecuador. Project activities focus on the strengthening and fulfillment of the needs of higher education institutions. Eligible activities include teacher training, short-term lecturing, conducting seminars, special conferences or workshops, as well as collaborating on curriculum planning and institutional and/or faculty development.

Ecuadorian universities interested in the program, must initiate process through Fulbright Commission at least 3 months in advance. The Specialist program is a cost share program: the Fulbright Program provides de plane ticket and honorarium of the Specialist, and the Host institution in Ecuador must provide maintenance, meals and internal travel expenses for Specialist through the duration of program.
Step 1) Approval of project request by Fulbright Commission
The Fulbright Commission in Ecuador approves project requests in accordance with the Fulbright Program. The Fulbright Commission works with the host institution to complete the request form. Host institutions may include the name of a preferred candidate on the form. However, it is important to note that this is not a promise of a grant to the preferred candidate. Other equally qualified candidates will also be considered for the grant opportunity.
Step 2) Approval of project request by Western Hemisphere Fulbright branch at the Bureau of Education and Cultural Affairs of the Department of State.
Once the Fulbright Commission approves the program request, it submits the request to the Bureau of Education and Cultural Affairs at the Department of State for a second approval from the Western Hemisphere Fulbright Branch.
Step 3) Matching of Fulbright Senior Specialists with project requests
CIES processes approved requests by contacting potential candidates to ascertain availability and, if necessary, requests an application from potential candidates. CIES then proceeds with both peer review and Fulbright Board approval. Qualified candidates are then sent to the host institution and Fulbright Commission in Ecuador for final selection.
